What is the List of Products and Services?
The List of Products and Services (LPP) is a reference list used in the French healthcare system that lists medical devices and other products reimbursable by Health Insurance.
Each device must have a unique code (LPP code) in order to be on the list of reimbursable products. This code allows its identification and defines the conditions of its coverage.
What does French law say?
Article L165-1 of the Social Security Code says: "Reimbursement by health insurance of medical devices for individual use, tissues and cells derived from the human body regardless of their degree of transformation and their derivatives, health products other than the medicines referred to in Article L. 162-17 and the associated service and adaptation provisions is subject to their inclusion on a list established after the opinion of a commission of the Haute Autorité de Santé mentioned in Article L. 161-37."
What is the List of Products and Services?
The companies concerned by the LPP code are mainly: Manufacturers of medical devices; Orthopedists, orthotists and prosthetists: who manufacture and/or adapt custom-made devices; Hearing aid specialists: for hearing aids and accessories; Opticians for optical equipment
LPP code: generic or individual?
First scenario: generic attachment
When the product corresponds exactly to one of the entries on the list, then a generic attachment request must be made via a generic LPP code request.
For the majority of products, this procedure is carried out in one step, with an administrative processing time of approximately 2 months. Once the LPP code has been obtained, your product is reimbursable by the French Social Security.
For categories falling under the enhanced generic list, a declaration of conformity established by a body designated by the ANSM must be attached to the file.
Second scenario: individual attachment
When the product to be marketed is not listed on the List of Products and Services (LPPR), then an individual attachment request must be made.
This procedure concerns innovations, or products whose technical characteristics differ — even slightly — from the LPPR description.
This procedure is longer and more restrictive than generic attachment, with administrative processing of 6 to 12 months in most cases. It includes two key steps: Submission of the file to the HAS Tariff negotiation with the CEPS
Third scenario: withdrawn product
It may happen that a product or service was included on the list, then withdrawn a few years later by the Haute Autorité de Santé (HAS).
In this case, the chances of obtaining the re-inclusion of an identical product are low. In the case of an innovation, refer to the second scenario.
