What is the List of Reimbursable Products and Services?

The List of Reimbursable Products and Services (LPPR) is a reference framework used in the French healthcare system that catalogs medical devices and other products reimbursable by Social Security.

Each device must have a unique code (LPP code) to be on the list of reimbursable products. This code allows its identification and defines the conditions for its coverage.

What does French law say?

Article L165-1 of the Social Security Code states:

"Reimbursement by health insurance of medical devices for individual use, tissues and cells from the human body regardless of their degree of transformation and their derivatives, health products other than medicines referred to in article L. 162-17 and associated services and adaptation services is subject to their registration on a list established after opinion from a commission of the High Health Authority mentioned in article L. 161-37."

Who is concerned by the LPP code?

Companies concerned by the LPP code are mainly:

• Medical device manufacturers;
• Orthopedists, orthotists and prosthetists: who manufacture and/or adapt custom devices;
• Hearing aid specialists: for hearing aids and accessories;
• Opticians for optical equipment

As a foreign company, can I access this market?

There is no national preference applied in LPP procedures. The HAS will evaluate the specificities and conformity of the product regardless of nationality. The only prerequisite is CE certification, which is required for any medical device marketed in the EU.

Although LPP procedures may be laborious and complex, the French market is very attractive, as once you are on the list, you will face little competition. The specificities of the French Healthcare System make this market secure and stable.

First scenario: generic registration

When the product corresponds exactly to one of the list entries, then a generic registration request must be made via a generic LPP code application.

This procedure is completed in one step, with an administrative processing time of approximately 2 months. Once the LPP code is obtained, your product is reimbursable by French Social Security.

Second scenario: individual registration

When the product to be marketed is not listed on the List of Products and Services (LPPR), then an individual registration request must be made.

This procedure concerns innovations, or products whose technical characteristics differ — even slightly — from the LPPR description.

This procedure is longer and more demanding than generic registration, with administrative processing of 6 to 12 months in most cases. It includes two key steps:
・File submission to HAS
・Tariff negotiation with CEPS

Third scenario: withdrawn product

Sometimes a product or service has been listed, then withdrawn a few years later by the High Health Authority (HAS). In this case, the chances of obtaining re-registration of an identical product are low. In the case of an innovation, refer to scenario 2.

How does it work?

LPPR registration procedures can prove laborious and time-consuming, as the necessary information is difficult to find. For foreign companies, language barriers and French Administration specificities are added challenges.

How long does it take?

Once the quote is signed, a generic request or preliminary research will be completed within five business days. For support with individual registration applications, an adapted schedule will be proposed to you.

The LPP code receipt time then depends on the type of procedure and its processing time by the French Administration. Generally, allow 2 months (up to 4 months) for a generic request, and between 6 and 12 months (up to 18 months) for an individual request.
